In deciding which observers to admit and which to exclude, the government could improve its image by allowing a few additional missions that pose the lowest risk of negative publicity. The ICRC operates with the greatest discretion following visits that produce reports for government eyes only. The U.N. High Commissioner for Human Rights and other Secretariat officials are more discreet than rapporteurs dispatched by the Human Rights Commission. Publicly hostile non-governmental organizations such as Amnesty International and Human Rights Watch could not be trusted to place India's territorial integrity ahead of respect for human rights.
