First, put your .jsp in the webapps directory. You may create a subdirectory,
just make sure it is in webapps.

Next, put the class handlers in the webapps\WEB-INF\classes directory,
and create directories for the approrpiate directory structure.

Now, the TLD.

If you want the taglib directive to access the .tld file directly, put
it somewhere in the webapps directory, and set the uri argument to the
appropriate relative directory and filename.

If you would rather point the URI to your web.xml file, edit WEB-INF\web.xml.
Put the .tld somewhere under that directory structure, and create the appropriate
tags in web.xml to direct Tomcat to the location of the tld.
