Bylaws for ABC Student Chapter University of Cincinnati

ABC BYLAWS

MEMBERSHIP

Any student who attends the University of Cincinnati (majoring in construction management architectural engineering, civil-engineering or any other construction related major) on at least a part-time basis (minimum 6 credits per semester) may become a member of this organization. Membership and active participation in the club including holding an office will not be withheld from any student because of their race, color, creed, sex, age, or national origin.

A membership term is based on the academic year, beginning on fall quarter, and ending during exam week of spring quarter.

 

There shall be NO annual dues. The amount for annual dues shall be subject to review at the initial meeting of the membership year. A simple majority vote of active members will be required to change the dues structure.

An active member is any member of the chapter whose dues are paid (if dues are required for that particular year), is currently a full or part-time student in good standing enrolled at the university, attends at least one meeting per month. Members who do not pay their dues, or who are not in good standing or chose not to attend at least one meeting per month shall be placed on an inactive list. Inactive members will not be able to take part in elections or any other club activities until the above listed claims are remedied.

The chapter shall have the power to suspend indefinitely any of its members for just cause. A three-fourths vote of active members shall be required to suspend a member.

ABC National retains the authorization to request verification of members paid dues at any time. In ability to produce such verification could result in a member's ineligibility for benefits.

THE EXECUTIVE COMMITTEE

The executive committee shall consist of the officers of the student chapter, the chapter staff liaison and the faculty advisor. An ABC member may be appointed to the executive committee at the discretion of the above mentioned executive committee members. Officers shall consist of the president, the vice president, corresponding and/or recording secretary, and treasurer.

The executive committee shall have the authority to create and disband ad hoc and standing committees to carry out individual activities of the chapter.

ELECTIONS

Nominations will be accepted for officer positions beginning the first meeting of spring quarter. All active previous years juniors shall be eligible to be nominated. All current active student chapter ABC members shall be eligible to participate in the nomination and election process. Nominations will be closed just prior to the election of officers.

Nominations will be review by the currently years elected officials and candidates for each position shall be selected from the nominated individuals.

Elections of the officers shall occur at the last general assembly meeting of the spring quarter.

Election shall be by separate ballot vote. The candidate receiving the largest number of votes will be elected in each case. Each newly elected position is subject to review and must be approved by the academic advisor. Only those active members in attendance may vote. Each member may cast only one ballot.

Vacancies - If a vacancy occurs in the office of president, the vice-president shall succeed. If vacancies occur in any other office, the president (or vice-president if acting as president) shall call a meeting of the general assembly to elect officers to the vacant positions.

MEETINGS

General meetings will be scheduled once each month during the time period in which the educational institution is in session. Meeting dates, times and places are set at the discretion of the student chapter president.

Meetings for competition preparation shall be at least biweekly and must commence at least two months prior to the competition date.

At least one meeting prior to the competition shall be devoted to hardware installation and preparation.

Industry leaders must be invited to speak at competition preparation meetings for the following categories:

Safety, Scheduling/Project Management, and Estimating

INVOLVEMENT WITH PARENT CHAPTER

Student ABC president must notify OVABC of all meetings (contact Randy Davis).

Student ABC representative must attend at least one OVABC meeting per month.

All student ABC members must participate in at least four ABC/OVCEF events per year.

All yearly required paperwork shall be submitted to OVABC and Nation ABC by the end of October of that academic year.

One or more students ABC representatives must attend at least two OVCEF board of Trustee Meetings.

OVABC and OVCEF will each cover expenses, up to $1000 for students competing in the national ABC competition. This only applies to competitors, alternates, and UC Chapter Liaison and only applies to hotel and registration expenses.

OVABC and OVCEF shall allow the use of chapter publishing materials (i.e., weekly fax, chapter newsletter, chapter website and other approved material) for marketing and solicitations of student chapter events. All publications must meet the required guidelines of Ohio Valley ABC chapter.

AMENDMENT to the CHAPTER BYLAWS

Bylaws may be amended only when three-fourths of the active members vote in favor of the amendment. Exception to this article is when voting to establish dues for the calendar year or changing the frequency of scheduled meetings. A simple majority vote of active members is required to enact change.

All active members are eligible to vote on Bylaw amendments. Each voting member is entitled to one vote. A member may not vote for another member and must be in attendance to cast the vote. Voting rights shall be forfeited with the non-payment of dues.

FINANCES

Chapter funds may be disbursed for any purpose that promotes the chapter and the activities of its membership. These funds shall be disbursed in accordance with university and college regulations. These funds may be used for but not limited to monthly publications, special functions such as field trips and guest speakers, conventions and/or competitions and other functions sponsored by the Associated Builders and Contractors.

Dispersal of these funds shall be approved by the student president, student treasurer, and academic advisor.

All generations from dues and fund raisings shall be deposited into ABC’s student chapter account.

ENACTMENT

These Bylaws shall be reviewed and enacted upon after approval of the University of Cincinnati Student ABC chapter.

DISSOLUTION

Should this student chapter dissolve, the assets of the organization shall be distributed according to the rules and regulations of the university governing body for student organizations.

DUTIES of the EXECUTIVE COMMITTEE

The President shall:

  1. Preside at all meetings of the general assembly and the Executive Committee
  2. Act upon the business of the executive committee by appointing committees and committee chairman
  3. Be a senior in good academic standing.
  4. Act as the official student liaison between the student chapter and the Associated Builders and Contractors and the Construction Education Foundation
  5. Have the authority to delegate official responsibility to the Vice President as necessary
  6. Keep one copy of business and activity transactions including meeting minutes and activity planning, execution and control documents
  7. Maintain weekly communication with the chapter advisor on an informal basis (via e-mail)
The Vice President shall:
  1. Preside over meetings of the general assembly and the executive committee in the absence of the president
  2. Be an ex-officio member of all committees
  3. Monitor and report the progress of committees to the executive committee
The Secretary shall:
  1. Prepare and maintain, in coordination with the Treasurer, a list of all active and inactive members
  2. Record the proceedings of all meetings of the general assembly and the executive committee
  3. Maintain a current copy of the Bylaws
  4. Prepare and post notices of meetings of the general assembly
  5. Promote and maintain correspondence with chapter's members, the advisor, the local chapter, and Associated Builders and Contractors. This correspondence should include but not be limited to copies of business transactions, notice of general meetings, request for information and letters of thanks.
  6. Maintain a file of all written documents such as arise in the normal course of the chapter's operation
  7. Perform any other duties pertaining to the office
The Treasurer shall:
  1. Provide the executive committee with a list of inactive members
  2. Prepare and maintain all financial records of the chapter in compliance with university or college regulations, which shall include, but not be limited to an accurate record of receipts and disbursements of the funds of the chapter
  3. Issue membership cards and pins
  4. Disburse funds as authorized by the executive committee
  5. Deposit receipts from membership dues, grants, and fund raising activities
  6. Report on the state of the chapter finances to the general assembly
  7. Submit a detailed accounting of financial transactions for audit and review at the end of the chapter year
  8. Prepare an operating budget for the coming chapter year for review by the executive committee
The Faculty Advisor shall:
  1. Offer his ideas and suggestion to the chapter
  2. Monitor chapter member behavior
  3. Attend all meeting of the general assembly and the executive committee
  4. Ensure that all required paperwork is submitted to ABC National and the host local chapter
